    Site rules and critical controls

    1

    Authority, consultation and stop-work

Follow reasonable directions from the principal contractor and supervisor. Attend pre-starts and toolbox talks. Raise concerns early. Stop work where there is a serious or imminent risk.

    2

    Access, security and public protection

Sign in and out daily. Keep fencing and gates secure. Use nominated routes, parking and delivery zones. Children, unauthorised visitors and pets are not permitted. Protect neighbours and the public from traffic, falling objects, dust, noise and excavations.

    3

    PPE and fitness for work

Minimum PPE is safety footwear, suitable clothing and hi-vis. Task-specific hard hats, eye, hearing, respiratory, hand, sun and fall protection may also be required. Do not work affected by alcohol, drugs, fatigue, illness or medication.

    4

    SWMS, permits and high-risk work

High-risk construction work must not start until a site-specific SWMS is in place, workers are consulted and controls are implemented. Follow permits and isolations. Only trained, competent and appropriately licensed people may perform licensed work or operate plant.

    5

    Falls, scaffolds, ladders and voids

Work from the ground or use solid construction, scaffold, guardrails or an EWP before relying on fall-arrest. Never alter scaffold, edge protection, covers, bracing or access without authorisation. Secure ladders and use them only for suitable short-duration work.

    6

    Plant, vehicles, lifting and excavations

Maintain separation and exclusion zones. Make positive contact with operators before approaching. Never work beneath suspended loads. Locate services before digging. Provide safe access, collapse prevention and barricades around excavations.

    7

    Electricity, tools and temporary services

Use inspected equipment and RCD protection. Protect leads from water, damage and trip hazards. Isolate before adjustment. Locate overhead and underground services. Remove faulty equipment from service. Only licensed electricians may perform electrical work.

    8

    Silica, asbestos and hazardous substances

Do not dry-cut concrete, brick, fibre cement or stone. Use approved wet methods or on-tool extraction and suitable respiratory protection. Stop if suspected asbestos or contamination is found. Follow SDS controls for chemicals, hot work and flammables.

    9

    Housekeeping, amenities and environment

Keep stairs, access and work areas clear. Stack materials safely. Use amenities respectfully. Sort waste; prevent sediment, chemicals or washout entering drains; control dust and noise; protect vegetation; and report spills immediately.

    10

    Emergency and incident response

Stop, warn others and follow the emergency plan. Call 000 for life-threatening emergencies, state the exact address and go to the assembly point. Preserve serious incident scenes except to assist a person or make the area safe. Report every injury, hazard, near miss, damage and environmental incident immediately.
